| 摘 要： | 科学发展的目标体系是全面地反映社会发展要实现的目的，目标的建立可以使整个社会的运行发展不会偏离方向，促进各发展要素能有效地发挥作用，用科学发展来指导社会发展，从而实现人口、经济、社会、资源和生态的协调发展，最终实现社会和谐。

| Abstract: | Target system of scientific development is fully reflecting the goal that social development needs to be realized. By setting the goal, the whole society＇s development can not stray from right direction, and all the elements may play an effective role in development. Using Scientific Development Concept to guide social development, those elements of population, economy, society, resources and ecology can finally coordinate together to realize the harmonious society. |
