Along with the gradual establishment of the Chinese socialist marketing economic system and the continuous development of the process of legislation, and also the further improvement of the entire social awareness of democracy and legislation, administration according to law has gone deep into people's minds and advancements have been made in this field. However, the governmental legislation,the mental and working quality of the executive institution and its workers, still need to be strengthened and perfected, and also about the supervision and restriction system of administration and the implementation of laws.
