| 摘 要： | 天津市南开区行政许可服务中心所创建的“超时默许”机制,因其良好的创意、运行和社会效果,赢得第三届中国地方政府创新大奖。然而,理论界并没有对此进行较为系统和深入的研究。“超时默许”这一创新举措是在一定的物质与理念基础上发展生成的,它对于真正实现管理型政府向服务型政府的转变具有重要的意义。

| Abstract: | "Overtime acquiescence" mechanism by which Tianjin's Nankai District administrative permission services center established wins the third of China's local government innovation awards for its good originality, operational mechanism and social effects. However, theoretical circle did not conduct a more systematic and in-depth research. "Overtime acquiescence", this innovation generates and develops on the basis of certain material and ideas. It is of great significance for government functions to transform from management-oriented government to service-oriented government. |
