英租威海卫时期的警察制度研究

英威殖民政府在威海卫建立的警察制度是相当成功的,不仅实现了维护殖民统治和当地社会秩序的目的,而且还逐步形成了自己的体系和特色。这些主要体现在威海卫警政系统的运行以及相关的法律法规中。因此,细致研究英威警察系统的发展历程及其设置、警察职责的规定、相关的监察制度、工薪待遇制度,对于探析其之所以能够如此良好的运作和发挥作用有着十分重要的意义。在此基础上,总结其特点,以期其优长之处能为当今中国之警政制度所借鉴。

Research on the Police System of Weihai Wei Which Was Leased by Britain

The police system established by the British colonial government in Weihai Wei was very successful. Not only the Colonial rule and the order of the local society were maintained well, but also system and characteristics of Weihai Wei＇s police were gradually developed. These are mainly manifested in the operation of Weihai Wei＇ s police system and the relevant laws and regulations. If we carefully research the development and the settings of Weihai Wei＇s police system, the regulations on police duties, the inspections of police and the regulations on the police＇s salary, we may find out the reasons why the Weihai Wei＇s police was kept so well. So, I expect that more useful knowledge and experience of the Weihai Wei＇s police system will be learnt by today＇s Chinese police system after this paper.
