| 摘 要： | 议行合一制作为我国国家政权的组织原则之一,有其学理上的合逻辑之处。中国的国家政权的组织原则基本符合马克思针对巴黎公社所论述的议行合一制。这一制度固有的弊端以及其在实际运行过程中所暴露出来的问题昭示我们:从“议行合一”走向“议行分立”,已是大势所趋。

| Abstract: | As government's organizational Principle of China,the combination of l egislature and administration has it's own logic in theory. Basically, the gover nment's organizational principle of China matches Karl Marx' combination of legi slature and administration about Paris Commune. But, there are intrinsic malprac tice and problems in this system in practice. That tells us it is a growing tend ency from "combination of legislature and administration" to "separation of legi slature and administration". |
