处理信访问题的新思路与社会治理的历史转型

2014年3月，中共中央办公厅和国务院办公厅印发了《关於依法处理涉法涉诉信访问题的意见》（以下简称“两办意见”）。这一重要文件旨在落实十八届三中全会关於全面深化改革的决定中就社会治理方式而提出的基本方针，即要“把涉法涉诉信访纳入法治轨道解决，建立涉法涉诉信访依法终结制度”。

New Ideas of Handling Petitions and Historical Transformation of Social Governance

On March 2014, the general office of the CPC Central Committee and the general office of the State Council jointly issued The Opinion on Handling Petitions Concerning Law and Litigation in accordance with Law （hereinafter referred to as the Opinion）. The aim of this document is to implement the basic guideline about social governance approaches proposed in the decision on comprehensively deepening the reform at the Third Plenary Session of the 18th CPC National Congress, that is, to ＂handle petitions concerning law and litigation in accordance with law and establish the system of ending petitions concerning law and litigation in accordance with law＂.
