罪犯改造新模式运行的前景分析

当前,随着我国法治进程的推进和综合国力的增强,已有相当部分的执法部门具备了制度创新的物质基础、思想意识和实践能力。国内部分监狱对罪犯改造新模式的引入正是在这种背景下的一种尝试。为深入研究这一模式,自2004年12月,由西南政法大学从事相关学科研究的中青年骨干学者、司法实务部门和软件设计专家组成课题组,深入实地考察调研,并分别从刑法学、刑事诉讼法学、管理学、心理学、统计学和计算机学等研究领域,全面探讨了监狱在法律框架下引入ISO9001-2000质量管理标准认证体系与信息技术的可行性和必要性,系统考察了这一模式的法理基础、设计思想和运行原理,具体研究它在运用现代管理方法体系上的特点,网上办公系统、信息管理和安全方面的技术运用程度,进而对这一模式的运用前景和推广价值做出了预测。希望该组稿件所做的研究能对我国监狱管理体制改革有所裨益。

At present,with the pushing of the course of law and the buildup of colligating national power,many departments of executing the law have the substance basis,ideology consciousness and practical ability.A part of prisons introducing the new pattern of criminal rebuild is a attempt under this background..In order to research this pattern,since Dec.of 2004,a task grounp that composed by scholars,justice practical department experts and softmare designing experts from southwest university of political scinece and law,review and research on the spot,and separately from the fields of criminial law,criminial lawsuit law,management,psychology,statistics and computer,discuss wholely the feasibility and necessary of prison introducing the system of ISO9001-2000 quality control standard attestation and information technology under the framework of law,review the law basis,designing idea and run theory,research the characteristic of its using modern management pattern system,the technology use levels of the office system on internet,information management and security aspects,amoreover forecast the use foreground and value of this pattern.
