| 摘 要： | 城市社区文化建设在启动时期形成了政府直接管理模式。虽然迅速推进了社区文化建设,但在某种程度上也限制了社区文化本来意义与功能的实现。政府应逐步向间接管理模式转型,引入并整合社区自治组织在社区文化建设中的作用。
