国家构建的欧洲方式——欧盟对波黑政策的实证分析

国家构建是欧盟对波黑实施的一项重要重建任务。欧盟通过规范性和技术性影响来改造波黑的弱国家性,力争消除实体和种族的对立状况,为波黑塑造一个完全功能性国家打下基础。通过欧盟在波黑的实践,笔者认为欧盟国家构建的方式是强调规范性影响为主,技术性影响为辅,通过动员多种国家构建工具和手段来塑造欧盟民事强权形象。

The European Model of State-Building

State-building is an important task which the EU performed in the reconstruction of Bosnia and Herzegovina(BiH) . Through its normative and technical instruments,the EU tried to transform the weak statehood of the BiH so as to rule out the antagonism between the different entities and ethnic groups and thus laying the foundation for the full statehood of BiH.
