摘    要:《公务员法》的创新点之一就是增加了关于职位聘任的内容,把聘任制作为公务员任用的补充形式。在我国,聘任制的实施是有深刻的理论背景和现实依据的。早在公务员聘任制实施之前,各地政府就已经用政府雇员制作为人事制度改革的一种尝试加以试用,聘任制是在吸收雇员制的优点和对缺点改进的基础上建立起来的。

Abstract:Engaging and appointing system as a supplementary form of civil servant appointment and a kind of creativity is introduced in the "Civil Servant Act of the People's Republic of China".In China,implement of Engaging and appointing system has profound theoretical and practical basis.As an attempt,the governments used employee system before implement of Engaging and appointing system.Engaging and appointing system is formed on the basis of removing the shortcomings and absorbing the merits of employee system.
