| 摘 要： | 文章分析了公安执法规范化的内涵,归纳出执法主体、执法依据、执法保障、执法考评、执法监督等规范化基本要素。从公安机关的职能定位转换、严格依法执法的法治精神、尊重并保障人权的价值追求、公平正义和共建和谐的理想等方面,阐释了执法规范化是科学发展观和现代法治建设的必然要求。论述了推进执法规范化建设的措施,诸如树立正确的执法思想、执法规范化的制度建设、发挥法制部门的职能、健全执法质量监督机制等。
