| 摘 要： | 天津滨海新区的开发开放,需要有合法、合理的立法选项工作的推进和保障。推进滨海新区开发开放的立法项目选择,应遵循法制统一与自主创新、权力制约与权利保障、重点突破与整体推进相结合的原则;努力构建等级分明、结构严密、内在协调的地方法立法体系;同时,还需要科学的立法选项机制。
