| 摘 要： | 机动车停车难是当前城市建设中的突出现象,天津市在发展中同样面临这一问题。解决停车难是一个系统工程,但运用法律的方式也是不可忽视的,在加强对停车难法律调整的过程中,一方面可以制定专门的地方法规,另一方面,还要注重在立法与执法中所涉及到的关键问题。
