在公安机关中设置专业反黑机构的几个问题的思考

现阶段黑社会性质组织的存在和发展已经由公开转为隐蔽,其实施的犯罪越来越专业,反侦查和抗打击的经验也得到了进一步的提高,反黑工作的难度实际上并未减弱相反是加大了。相应地,要想达到阻遏黑社会性质的组织向黑社会组织演变的目的,就必须加大反黑工作力度、增加反黑力量———在公安机关中设置专门的反黑机构、配备专业的反黑人员、制定专门有效的反黑工作程序就是比较可行的方案。

Presently,the existence and development of mafia-style criminal gangs have become covert;their criminal activities have be-come professionally proficient and they're more experienced in anti-investigation and anti-attack,thus it's more difficult to make an at-tack against them.In order to prevent these organizations from turning into real mafia gangs,we must reinforce the momentum of com-bating them by setting up special anti-underworld forces organization in public security organs,supplying it with professional personnel and working out effective working plans.
