| 摘 要： | 该文以中国资源枯竭型城市转型发展为主题,综述了盘锦市实地调研工作情况,分析了盘锦市资源型城市转型发展的现状和存在的主要问题,提出了不断提升创新意识,科学谋划合理布局;突破经济重点,促进全面转型;强化生态环境保护,保障发展质量;完善环境经济政策,加强生态补偿的财政支持等四项对策建议。 |

| Abstract: | Taking our resource-exhausted cities transformation development as the subject,this paper has summarized the research work,analyzed the present situation and the main questions of resources-exhausted cities in Pan Jin,and four strategies are also put forward： improving innovation consciousness and planning distribution,breaking economic emphasis and promoting transformation,strengthening ecological environment protection and guaranteeing development quality,improving environmental economic policies and strengthening the financial support of ecological compensation. |
