警务创新机制下基层公安机关执法问题研究

Study of law enforcement of grassroots public security organs under policing innovation mechanism

The Third Plenary Session of the Party＇s 18th Central Committee clearly stated goal to promote the construction of rule of law in China, firmly established the thinking of rule of law, firmed law belief and constantly improved the level of public security work, which is the inevitable choice of public security organs to face the new situation. The level of grassroots police enforcement directly determines the level of enforcement capabilities in the public security organs, so to enhance the level of grassroots police enforcement is not only a long-term strategic task to protect the strict, fair and cisrilized law enforcement but also a fundamental requirement to achieve rule of law .
