| 摘 要： | 我国当前的职业资格证书制度,在提高劳动者素质、培养专业技术人员方面发挥了积极的作用,但是在实践中．职业资格证书设置制度在设置的范围、设置的标准、设置过程中的程序要求等方面有待完善。立法机构有必要按照《行政许可法》的规定,遵循行政许可法定的原则,运用事前的论证机制、事后的定期评价机制,逐步完善职业资格证书设置制度,从而充分发挥我国职业资格证书制度的积极功能。

| Abstract: | The current occupational qualification certificate system of China has played a significant role to improve labour capability and train technical profession.Nevertheless,the system need to be amended in the scope of certificate,necessity of certificate and procedure requirements.The legislature is necessary to abide by legal principle that establishment of licence may merely be mandated by statutes and regulations,utilize mechanism of argumentation and periodically evaluation.Thereof,the system will be perfected and the function of the system will come into being gradually. |
