| 摘 要： | 近些年，农村基层“村官”利用手中职权违法犯罪有愈演愈烈的趋势，但由于村官身份的特殊和腐败的情节相对比一些高官腐败不引人注意，所以并没有引起社会的关注和有效的制约。我国村官权力设置中存在的问题主要表现为权力归属不明；权力的监督机制善后；基层民主的不健全和民主意识不强，建议重新规定农村基层组织的地位和性质，赋予具正式的行政权的同时并将对其的监督通过制度正式化和法制化。
