| 摘 要： | 新农村建设需要乡镇政府转变职能,而当前乡镇政府职能转变受到多种因素的制约。乡镇政府职能转变的趋向是围绕新农村建设,把职能结构的重心转移到社会管理职能、公共服务职能、发展经济职能、基层建设职能上来,这需要通过多种途径来进行。
