试论电子政务对服务型政府的功能

服务型政府与电子政务的建设尽管依不同的逻辑展开,但存在一定的契合。对于服务型政府来说,电子政务具有三重功能:从技术上促进服务型政府,从结构上推动服务型政府的扁平化、无缝化,从价值上约定着服务型政府的取向。认识电子政务对于服务型政府的功能意义,对于建构服务型政府具有路径跨越时间、空间,跨越地域、部门等信息集成价值。

E-Government Under Service Government Perspective:Technology, Structure and Value function

The service government and E-government's construction not only de-pend on developing according to the different logically,but has certain conjunction.As for the service government,the E-government has three functions: promoting service gov-ernment technically,pushing the service government's flattening seamlessly structurally;deciding on service government's orientation of the value.Learning of the meaning of E-government function has value in constructing new service government.
