污染企业转移的规范研究

世界环保发展史上有过三次污染企业大转移,其中我国改革开放后发生污染企业自发达国家向我国转移,城市向农村转移,从东南沿海地区向中西部地区转移。由于理论上的误导和立法上的缺陷,我国污染企业转移大多造成严重的环境问题。为此,需要总结历史经验,正本清源,完善制度建设和相关立法。

Research on Regulating Transfer of Polluting Enterprises

World Environmental History saw three transfers of polluting enterprises and so is the case in China.China has experienced the transfer of polluting enterprises from developed counties,the transfer from urban areas to rural areas and from southeastern coast areas to central and western areas since the adoption of the reform and opening up policy.Because of theoretical misleading and legislative defects,most transfers in China have brought about serious environmental problems.Therefore,it's necessary for us to have a general review of the history,to take measures for thorough reform on transfer,and to improve the transfer system and related legislation.
