转型时期,中国政治资源的开发受影响政治资源总量的多种因素制约。而这一时期,政治资源严重流失的现状,使其充分开发显得尤为紧迫。转型时期,中国政治资源的充分开发主要通过两种途径来实现。一是对中国政治资源利用经验的总结分析,二是对国外政治资源利用经验的借鉴。
