拉美本土非政府组织(NGOs)从19世纪单一的慈善救助,发展到今天多层面、多领域、多渠道的非营利公益事业,已成为凝聚社会关爱、引领社会价值、整合社会资源、代表社会呼声、倡导社会正义、满足社会需求、促进社会发展的重要民间力量.作为政府及市场的有力补充,非政府组织面对拉美贫穷落后和不公正的社会现实,充分发挥其自下而上与连横合纵的动员优势,积极参与到民主与发展的各项事业中,成为拉美各国、拉美地区乃至全球公民社会的先锋.目前,拉美NGOs呈现出制度化、专业化、网络化、一体化等趋势,而合法性缺失与自治能力不足是其发展的两大瓶颈,同政府的良性互动还有待进一步磨合.
