刍议警察出庭作证制度的确立——公安机关面临的问题及应对策略

修改后的刑事诉讼法首次以法律的形式规定了警察出庭作证制度。由于警察出庭作证在我国尚属新生事物，在实践中也没有相关经验和司法解释可以参考，因此大多数警察从心理上并未完全接受警察出庭作证制度，新法实施后他们一旦以证人身份走上法庭必将面临种种问题。为此，公安机关应当未雨绸缪，结合队伍现状，从多方面入手，通过理念灌输、强化庭审培训等方式及时适应这一发展。

A Rustic Discussion on the Establishment of Police Testify in Courts ——Problems and Countermeasures Faced by Public Security Organs

The newly amended Law of Criminal Procedure specifies regulations of police testify in courts for the first time. As a new mode in China, it is lacking in relevant experience and judicial interpretation in practice and therefore psychologically, most of police cannot totally accept the new identity of testifying in courts and witnesses ready to answer any question. Due to the current situation, public security organs should take measures from dif- ferent aspects and employ such techniques as conceptions instill and enhancement of court training in order to comply with the new development.
