| 摘 要： | 排污权交易产生是人类为解决环境问题提出的一个创造性的构想。《京都议定书》确立的清洁发展机制,使排污权交易成为了全球范围的一个环保准则。因此,我国要加快建设资源节约型、环境友好型社会的步伐,实现经济的可持续发展,就必须建构具有中国特色的排污权交易法律制度。

| Abstract: | Creation of tradable emission right is a creative framework for human to resolve environmental problems. Clean development mechanism created by Kyoto Protocol makes tradable emission right an environmental protection standard at the global level. Therefore,we must construct the legal institution of tradable emission right with Chinese characteristics,if we want to construct resource-efficient society and environment-friendly society more quickly in order to achieve sustainable development of the economy. |
