西部大开发与法治环境优化

优化西部法治环境,是落实党中央开发西部的政治承诺、贯彻执行依法治国方略、完善社会主义市场经济法治体系,从西部地区自身特点出发以及发展东部沿海地区和借鉴国外开发落后地区经验的必然。西部开发应抓紧制定一部《西部开发法》作为基本法,并制定特定地区和特定领域的专项法律、法规。西部立法应有新思路、新机制、新制度。

The Western Vast Development and Perfecting Legal Environment

Perfecting western legal environment is the necessity to practice the political promise of the Chinese Communist Party about developing west, carry out the strategy of rule of law, perfect the legal system of socialism market economy, and considering the characters of western area, learn the experience of developing eastern coastal area and the foreign method of developing backward area. For western development, it is neccessary to make "Western Development Law" as the basic law, and make the special laws and regulations about the special districts and fields Western legislation must have a new idea, new mechanism and new system.
