| 摘 要： | 防止重特大自然灾害在救助中向公共事件转化,需要在注重其独特性的基础上,形成以基层政府为主导,社会团体和公众广泛参与的灾害救助体系;还需新闻媒体加强自律和他律,规范新闻发布和传播秩序;同时,还应建立和完善防灾救助的法律和制度。
