简论建立反腐倡廉长效机制

综观古今中外的腐败现象，它们的共性有哪些？找到了共性，也就找到了最普遍的原因。首先，他们都是社会的管理者，都掌握着公共权力。其次，他们都生活在现实生活中，都有自己的切身利益和有着自私自利的人格，简言之就是人的一种私欲。如果二者有机地统一于某个人身上，那么，腐败堕落便是他的结局。任何国家都只能相对地防止腐败，办法就是严格地界定权力的界限，制约权力，防止权力和私欲的结合。
