| 摘 要： | 农民权益是“三农”问题的根本所在。宁夏农民权益保护工作取得了显著成绩，有许多创新之举，但计划经济时期形成的对农民实行经济和社会控制的一系列旧观念、旧体制、旧做法还在影响农民权益的实现。如何进一步保护好农民权益成为新农村建设的关键。

| Abstract: | Peasants＇ rights and interest is core of the problem of ＇ agriculture, peasant and rural areas＇. The work of rights and interest safeguard of Ningxia＇ s peasants makes remarkable achievements and innovations, however, it is still effected by a series of old concept, system and way exerting economic and social control on peasants in period of planned economy. Further protection of peasants＇ rights and interest becomes the key of new rural construction. |
