论缔造资源节约型环境友好型社会的立法趋势

资源节约型环境友好型社会是解决环境问题的根本途径和实现人类共同福祉的必然选择。是人类在探索解决环境问题过程中逐渐形成的一种社会发展形态及其系统理念和战略思想。它通过强调人与自然的和谐促追人与人、人与社会的和谐。本文通过对其涵义、要求、伦理基础等的分析，提出将缔造资源节约型环境友好型社会作为贯穿整个立法的指导思想和目标，以其基本理念指导制定、修改、补充和完善相关法律，明确缔造资源节约型环境友好型社会必须遵循“在不断完善国内国际立法的同时追一步加强国内立法与国际立法相协调”这一必然趋势以适应人类社会发展之客观要求。

Discussing on the tendency of legislation on the resource-economical and environmental-friendly society

The resource-economical and environmental-friendly society is a fundamental approach to resolve the environmental problems and a necessary choice to realize the common well-being of human. It is also a social pattern as well as its systematic idea and strategic thought formed gradually during the exploration process of resolving the environmental problems. The resource-economical and environmental-friendly society promotes the harmonious relationship of man, and man and society by emphasizing the harmony of man and nature. Based on the analysis of its meaning, requests and ethical basis, this paper regards the building of the resource-economical and environmental-friendly society as guiding ideology and goal through the whole legislation process, and we should use its basic idea to develop, adapt, add and perfect related laws. It clarifies that the building of the Resource-economical and environmental-friendly society should comply with the necessary tendency of strengthening further the coordination of national and international legislation as well as perfecting national and international legislation constantly, to meet the objective requirements of the development of human society.
