| 摘 要： | 交通安全管理是一项系统工程，做好交通安全管理工作需要准确把握交通安全管理的基本要义，其核心追求是以人为本、生命至上，特征是人、车、路、环境及信息等基本要素的全面协调，目标是有序、安全、畅通与和谐，核心内容是交通安全文化建设，根本途径是交通安全社会化管理，根本保障是政府主体责任制的建立。

| Abstract: | Traffic safety management is a systematic project, which requires us to know its basic meanings. Its core is the pursuit of people orientation and life foremost. Its character is the overall harmony of people, vehicle, road, environment and information. Its purpose is order, safety, smoothness and harmony. Its core content is construction of traffic safety culture. Its basic method is the sociological management of traffic safety. Its guarantee is the construction of government responsibility system. |
