试论突发群体性事件的原因及治理方略

突发群体性事件已成为影响构建社会主义和谐社会的一个突出问题,严重影响了正常的市场经济秩序和社会治安秩序。深入研究不难发现,利益协调机制失衡、权力约束机制缺位、利益诉求机制不畅以及政府考核机制不合理乃是其发生的深层次原因。因此,应健全利益分配机制、强化权力约束机制、畅通利益表达机制,以有效地预防、减少和正确处置突发群体性事件。

On the Causes and Governing Strategies of Emergent Group Incidents

Emergent group incidents have become one of prominent problems that have seriously affected socialist harmonious society,the normal market economic order and social order.It is not difficult to find that the imbalance of the interests coordinate mechanisms,lack of power binding mechanism,obstruction of the interests demands mechanism,unreasonable assessment mechanism are the deep-rooted reasons in-depth study.Therefore,we must balance the benefits distribution mechanism,strengthen the power binding mechanism,unobstruct the interests expression mechanism,do effective prevention,reduction and proper disposal of emergent group incidents.
