自2003年3月以来，胡锦涛总书记多次就台湾问题和对台政策发表讲话，提出祖国大陆方面对台政策新的主张和新的思路。总书记抓住历史的真相，把握两岸问题的实质，揭示有关争论的根源，对两岸关系的基本性质、基本定位和基本现状做了全面的阐述，将从20世纪40年代末所形成并延续的中国尚未统一的状态，精确地界定为中国内战所造成的两岸双方的政治对立。他指出，两岸复归统一，不是主权和领土再造，而是结束政治对立，并为此提出更具开放性和包容性的两岸务实探讨方向，主张携手推动两岸关系和平发展，同心实现中华民族伟大复兴。
