振兴老工业基地进程中的政府行为分析

在东北等老工业基地调整改造过程中,政府应扮演重要角色。但这种作用不应体现为对个别企业的保护、主导技术创新和制定某种产业政策,而应体现为推进市场机制的建立与完善。为此,政府需要牢固确立三项执政原则:一是以市场为取向的价值观念;二是以创新促发展的改革思路;三是以公平求效率的行为准则。

Government Behavior Analysis on the Process of Economy Revival of northeast China and Opening the Revival of Old Industrial Base

In the process of rebuilding of northeast old industrial base, government acts important role. The government role is not to protect to individual enterprise, to dominant technique innovation and to make some Industrial policy, but to speed up to found the market system. So, the government needs three principles: the value concept should aim at market, reform thoughts should base at innovation to development, the action rule should consider equity to efficiency.
