Affiliation:Teaches at the Illinois Institute of Technology. Formerly she was Assistant Professor of Political Science and Urban Affairs at Barnard College, Columbia University. She is author of Governing the Ungovernable City;Politicul Skill, Leadership and the Modern Mayor and co-author of The Political Hand: Policy Implementation and Youth Employment Programs. She has published and co-authored articles on urban government, policy implementation, youth employment and policy analysis in major academic journals.;Taught at the University of California, Berkeley, is Professor of Political Science at Brandeis University and Director of the Gordon Public Policy Center. He is the author of The Political Hand (with Barbara Ferman) and Urban Politics and the Criminal Courts and numerous articles on urban politics, social policy implementation, the presidency, youth employment, crime, and the courts. He is currently working on a book on bureaucratic entrepreneurship.
