| 摘 要： | 公听代表制度的不健全，直接影响着听证会的实效。构建我国的兮听代表人制度，对于解决听证实践中存在的诸多问题，充分实现行政公听的功能，其意义和作用都是显而易见的；即使从可行性方面看，目前也已经基本具备了设立公听代表人制度的各方面条件。

| Abstract: | Distemperedness of the public hearing representative system affects directly substantial results of the hearing meeting.Establishing the public hearing representative system has obvious meaning and effect for solving many problems existing in the hearing practice,and actualizing sufficiently the function of administrative public heating.At present,if considering feasibility aspect,every condition of establishing the public hearing representative system has been possessed basically too. |
