| Abstract: | Administrative guidance is an administrative act which weakens the coloring of coercion .Comparatively perfect legal system is a prerequisite to carry out it .At present, we can't devote our major efforts to carrying out administrative guidance, and those existed can be changed into other administrative acts which are easy to standardize. |
