The city management is the hot spot and the center link which at present local authority reforms,is the bene-ficial exploration of the urban development pattern.This article has firstiy analyzed the city management essence,theconnotation and the characteristic,and has secondly considered the present situation and pattern of the domestic and for-eign cities management,finally from grasping the city management idea,has displayed the urban planning in the citymanagement regulation and the guidance function,established the effective mechanism of the city property management,done well the land property management,established the urban construction marketability operation mechanism,en-sured the commercial infrastructure effective operation and the establishment of the city soft environment which is fair,flexible,convenient and comfortable.It is one of seven aspect that we have constructed our country city management de-velopment.
