| 摘 要： | 《中华人民共和国护照法》以及《中华人民共和国普通护照和出入境通行证签发管理办法》的出台,标志着我国的护照管理工作进入了按需申领时代。在现行的护照管理中,尤其是在护照的申请、发放等工作中,仍然存在着一些亟待解决的问题,影响了护照管理工作的有效开展。立法层面上应实现灵活申请护照制度,完善国家工作人员报备制,从而更好地实现护照的职能——保障公民正常出入境权利及维护国家安全稳定。
