Abstract: | This article reviews the evolution of control mechanisms and trust types that promote cooperation within the PPP strategies adopted at the international level. One case of international PPP is examined from the negotiated order perspective; the results show all the importance of partnership capacity to make such hybrid strategies both a tremendous financial success and a successful instance of the partnership process. Throughout the cycle of partnership in such international projects, we see the emergence of three types of trust (institutional, inter‐organizational and inter‐personal), and two types of control (formal and social) that co‐exist, are complementary and can be substituted in establishing the safeguards of partnership capacity among parties of the project. |
