经济转型的进程和课题

经济转型在体制方面涉及所有制结构和公有制实现形式的转型、调节机制的转型, 经济转型没有到位所产生的矛盾引起对科学改革的需求。在市场化改革进行了20多年的今天谈深化改革,需要树立与科学发展观相适应的科学改革观。同科学发展观即以人为本的发展观一样,科学改革观也就是以人为本的改革观,其内容包括统筹好效率和社会公平;协调好改革发展和稳定的关系;构建和谐社会。

Progress and Subject of Economic Transformation

In terms of structure, economic transformation involves transformation of ownership structure, realization of public ownership and adjustment mechanism. Contradictions caused by the fact that economic transformation is not in place require scientific reform. The deepening of market reform for more than 20 years calls for a scientific reform concept fitting in with scientific development concept. Just like scientific development concept based on man, scientific reform concept is also based on man and it includes 3 parts: giving overall consideration of both efficiency and social fairness; harmony among reform, development and stability; building a harmonious society.
