福建省电信诈骗犯罪研究

伴随着金融事业及网络技术的迅猛发展,以手机、互联网为载体的电信诈骗犯罪逐渐形成带有地域性特征的职业犯罪,成为一种案发区域广、涉案金额巨大、群众反响强烈的常发性侵财案件,严重影响社会治安。鉴于电信诈骗侵财案件不同于其他犯罪的特点及公安机关在侦破此类案件中所遇到的瓶颈,在实际工作中,应加快电信立法、构建全国打击电信诈骗犯罪平台、提高远程协助办案能力、加强与金融、电信等部门的横向联系、密切国际和区域间司法互助等,以有效遏制电信诈骗侵财犯罪的蔓延。

A Brief Research on Tele-communication Fraud in Fujian Province

Along with the financial industry and the rapid development of network technology, mobile phone,Internet based telecommunications fraud gradually formed with the regional characteristics of occupation crime risk groups. As a type of crime whose area is vast,with huge amounts of money and intense masses echo, it seriously affects the stability of social order. In view of the difference telecommunications fraud cases from other crimes and the bottleneck public security organs encounter in the detection of such cases, we should accelerate the construction of national telecommunications legislation against telecommu- nications fraud platform ,improve the remote assistance caseload capacity enhanced with the financial, enhance the telecommunication and other departments of the lateral contact closely in international and regional,and the judicial assistance between such measures to effectively curb the spread of telecommunications fraud crimes against property.
