英德警务的新公共管理改革对我国的启示

在席卷欧洲行政改革的新公共管理浪潮中，英德两国的警务部门并未如外界所想象的那样按照既定模式进行改革。英国警务部门采取了对抗策略保存了原有的大部分组织制度与文化。德国警务部门则采取能动改革主义，逐步地修正新公共管理思想，最终抵御了改革的全面冲击。从两国警务改革的经验来看，我国警务改革应该改变“警务易改”的观念，建立改革的能动机制、长效机制、沟通机制，并科学地选择并适用西方理论。

Inspiration from the New Public Management Reforms of the United Kingdom and Germany

While the new public management of administrative reform wave swept through Europe, Britain and Germany police departments did not reform in accordance with the established model as others had imagined. British police departments adopted a confrontational strategy to save most of the original system and culture. German police departments have adopted dynamic reformism to amend the new public management ideas progressively, and ultimately resisting the full impact of the reform. Through the process of police reform in the two countries discussed in detail, the Chinese public security organs should establish a dynamic mechanism for policing reform, long - term mechanism, communication mechanism, and be able to select and apply the western scientific theory in the process of policing reform.
