上海公安基层领导干部培训模式研究

公安机关基层领导干部培训要把提高培训的科学化水平作为着力点,努力建设＂分类别、分层次＂的教学训练构架,理顺干部教育培训协调运行机制,完善需求分析、质量管理、激励约束、成果反馈等机制,采取开放式办学,推动培训管理从粗放型向精细化转变。通过全方位、立体化的综合改革,建立起与科学发展相适应、与干部队伍建设相匹配、与干部制度改革相一致的充满生机与活力的干部教育培训模式。

Study on the Mode of Training First-line Unit Administrators of Shanghai Public Security Bureau

When it comes to the training of fist-line unit administrators of Shanghai Public Security Bureau,great efforts should be made to improve the training in the scientific way,to establish the framework of teaching and training according to categories and levels,to mediate the mechanism of administrators＇ education and training,and to perfect the mechanisms of need analysis,quality control,stimulation and restriction and feedback.School should be open to promote the transformation of running school in a rough way to running school in a precise way.Through all-round and comprehensive reform,a vigorous and energetic teaching and training mode should be set up in order to satisfy the needs of scientific development,to match the administer construction,and reform of administrative system.
