Public opinion-led policing is the policing mode by which decisions are made,police resources are allocated and mechanisms operate according to the public opinions,demands on the public orders and controversial problems related with their personal interests,which the police agencies collect by special means.This mainly includes three aspects： 1.To know public demands on public order and areas they are concerned with by special channels and means;2.To establish democratic decision-making mechanism and orient the policing according to the public opinions;3.To give feedback,satisfy the public needs and be willing to be supervised by the public.Public opinion oriented policing theory is based on client-oriented theory.Public opinion oriented policing has some similarities and differences with intelligence-led policing,community policing and problem-led policing.It has far reaching significance to promote the public opinion oriented policing.
