我国的悬赏通告制度研究综述

悬赏通告也被称为悬赏通缉,是一种特殊性侦查措施,在侦查破案中发挥着重要的作用。侦查机关对社会的控制面毕竟有限,而且侦查机关在客观上受警力、财政和情报等制约,在打击犯罪上有时显得捉襟见肘,这使得发动群众特别是鼓励知情群众提供线索和协助抓获罪犯破获案件成为可能乃至必需。但同时必须看到,由于立法的缺陷及其它方面的原因,悬赏通告在公安司法实践中亦产生了不少问题,引发了不少纷争。
