论构建党内民主决策机制的着力点

构建党内民主决策机制是从制度上保障党的决策科学化民主化的关键所在。目前,由于党内民主决策机制构尚处于初探阶段,党内决策实际上仍然难以摆脱个人或少数人决策,信息不完全决策,单一方案决策和单向度决策的现实困境,这其实从反面凸显了实践中党内民主决策机制构建不力,不能抓住重点的现实状况。应从动议机制、提案机制、调研机制、评估机制、决定机制和反馈机制等关键机制着力,构建党内民主决策机制。

The construction of democratic inner-Party deciding mechanism is the key point of scientization and democratization of the Party.However,the construction of such mechanism is still at its early stage now;negative phenomenon such as insufficient-information decision one-dimension decision and single-proposal decision still exists.Therefore,to further improve the construction of such mechanism,it is important to focus on systems including motion system,proposal system,research system,evaluation system,decision system and feedback system.
