| 摘 要： | 和谐警民关系的构建是促进社会稳定发展的重要内容，创建新型社区警务模式对构建和谐警民关系有重大的影响。现行的社区警务运行模式存在警察服务意识不强，执法过程不够透明，警民互动不够等问题。创建新型社区警务模式应在警务公开机制、警务工作前移、提升警察服务理念、建立警民互动模式等方面开展工作。

| Abstract: | Constructing harmonious police-people relationship is important in promoting the social stability, and establishing new community policing pattern has an essential influence on it. Current community policing patterns have such problems as police＇s weak consciousness of service, opaque of law enforcement and insufficient interaction between police and people. Efforts should be made from the following aspects in founding new community policing patterns： policing opening mechanism, forward of policing work, promoting police＇s conception of service, as well as establishing patterns of police-people interaction. |
