| 摘 要： | 本文从警察行政权的概念出发,进而对警察行政权的性质、特点进行检讨,在此基础上,提出了警察行政权行使的九个原则,并对其中正当程序原则深入进行了分析,进一步把握住正当程序的价值,同时统领性的进行了制度设计。
