青海特色优势产业发展战略研究

青海缘于独特的地理、生态和人文环境,拥有一批既有高原特色、又有比较优势、市场前景广阔的特色优势产业,具有＂绿色、有机、纯天然、无污染＂的声誉。但是,由于长期远离主流市场,这些产业深度开发与品牌营销不足,不少产品有实无名,优质不优价,对经济增长、就业和民生的带动偏低,轻重工业显著失衡。今后,可以通过实施＂青海精品＂战略等措施,加大对特色优势产业的扶持和宣传力度,走精品高端之路,走绿色现代化、轻重工业协调和开放式发展之路,增强经济造血功能与自生能力,保护好祖国的三江源,促进永续发展。

Qinghai＇ s Developmental Strategy for Featured Competitive Industries

Due to its unique geographic, ecological, and cultural milieus, Qinghai has a number of featured competitive industries, known for being ＂green, organic, natural, and pollution-free,＂ that have plateau charac- teristics, comparative advantage, and promising market prospects. However, because of their long-term isolation from the mainstream market, these industries are in need of extensive development and brand marketing. Many products are good in deed but not in name, high in quality but not in price, and not sufficiently effective to promote economic growth, employment, and people＇ s livelihood. The imbalance between light and heavy industries is strik- ing. In the future, the support and publicity for featured competitive industries can be enhanced through such measure as implementation of the ＂Qinghai quality products＂ strategy to follow a road of high-end quality products, of green modernization, of balance between light and heavy industries, and of open development. Their weight in e- conomy should be raised from 1/4 to l/2 to enhance economic hematopoiesis and autotrophy, to protect the source region for three rivers for our motherland, and promote sustainable development.
